The General Accounting section is responsible for general accounting and financial reporting activities related to the General, Designated, Auxiliary, Independent Operations, Student Loan, Endowment, Plant and Agency Funds. This includes the preparation of the audited financial statements for these funds (along with the University's consolidated financial statements and the special University Public School financial statements) and support of the related auditor's activities. Other reports prepared include detail annual reports, special reports and Federal government Student Loan reports. This section is also responsible for non-student accounts receivable billings and journal entries; as well as the establishment, review, reconciliation (including bank statements), analysis and closure of accounts. Along with the Director of Accounting and Associate Controller, this section also takes the lead (with assistance from other units) in compiling the University's external audited financial report and in many comprehensive internal financial reports.

This section maintains the University's General Billing System (GBS), petty cash ledgers, and travel advance ledgers. It also processes bookstore billings and reviews cash receipts. Additionally, all detail billings (request for reimbursements) to the State for plant projects are processed by this unit. All records for plant projects, including construction activity, bond issues and related debt service records and reports are compiled in this section. This section is also responsible for conducting the FRS and GBS training seminars for University personnel.

In order to ensure proper accounting and internal controls in these areas, the section is involved in the monitoring, design, and implementation of new accounting policies, systems, and procedures.
